When Mayor Koch withdrew at the very last moment, Deputy Mayor Alair Townsend stepped in to lead the NYC Economic Mission to Hong Kong. She was joined in making her rounds by the Executive Director of the Hong Kong Trade Development Council, Jack So, and Mike Huerta, NYC Commissioner for International Trade (at right).
